"People can become desperate and can frequently turn to whatever means are available to them to make a living for their families," Krieger said. "So I think that increases the risk of terminated employees potentially using information that they wouldn't otherwise to try and get a step up in the private sector by whatever means possible. I think the vast majority of people will not do so, but I think common sense dictates that the likelihood of that increasing is very real."
